Cadastro com anexo / Add with attachment

[PT] Este serviço permite o cadastro de Avisos/Convocações com anexo. O arquivo deve conter até 20MB. Um arquivo de anexo e uma string no formato JSON do Notice relacionado deve ser enviado como payload. Os campos obrigatórios estão marcados com um * na aba "Model".

[EN] This service allows to create a new notices/summonses with an attachment. The attachment should be bellow 20MB. The payload to be sent is the JSON bellow. Required fields have a asterisk mark * in "Model" tab.
