Activate/Deactivate Plan

Lists (activate=true) or unlists (activate=false) a plan. This is a flag stored by Nevermined, not an on-chain change. An unlisted plan is hidden from discovery and can no longer be purchased. Checkout, crypto order and the card-delegation x402 settle are refused with the error BCK.PROTOCOL.0062; the other x402 refusals (every verify, and the erc4337 settle of an auto-order or pay-as-you-go call) answer isValid: false / success: false with that error's message as the reason, without a code field. Subscribers keep spending the credits they already hold while their balance covers a call.
