Agents Endpoint

GET /agents - deterministic, paginated browsing (§5.3.4).

Optional in the spec, but the conformance tool checks the shape when it is answered: GitHub's Agent Finder returns 200 with a body that has no items array and fails on exactly this. Ours returns the paginated object.
