Create event processing policy chain

Create a new empty chain. Rules are added with PUT /v1/event-processing-policy/chains/{chain-id}/rules; a chain is entered when a rule in another chain lists its ID in chainCalls.

Rights of the requesting user on this chain as a bit mask (1 = read, 2 = edit). Users with the global EPP right have both on every chain.

Number of rules in the chain

callerCountinteger

Number of rules (in any chain) calling this chain
