List user variables

Return all variables (per-user preferences and other UI state) of the user as a flat JSON object mapping variable name to value. Values are opaque strings: scalars are stored as plain text, structured values as serialized JSON, and the reader decides how to interpret them. A user may read their own variables; reading another user's variables requires MANAGE_USERS access right.
