steps

List steps the caller can see, optionally filtered by project.

Without project_id this used to return EVERY step in the company with no grant filter — including each one's code_url, operator_config and referenced_database_ids — while GET /projects right next to it filtered by accessible_ids. That listing was the discovery half of the code_url read primitive. Filter on the same set the projects listing uses; None means owner (no filter).
