Send a message to the ontology design advisor (company owner/admin).

The ontology chat is ONE shared surface per company and its tools create entities, manage fields and promote databases — all owner/admin operations. This route had no gate at all, so any member could drive them (and read the tool results streamed back). Same bar as the generic chat routes in domains/chats/api/endpoints.py, from the same constant.

404, not 403: a member with no business in the ontology must not learn the chat exists.
