Gets a paginated list of performance review cycles
Cycle metadata, so completion records have context. Each cycle lists its enabled review directions with the period each one ran for.
Deleted cycles are not returned, which matches the review completions resource.

Query parameters
status'DRAFT' | 'SCHEDULED' | 'ACTIVE' | 'CLOSED'
Restrict to one cycle status. A closed cycle stays queryable indefinitely.
updated-sincestring date-time
Return only cycles changed at or after this ISO-8601 date-time.
cursorstring uuid
The id of the last cycle on the previous page.
