Request Free Key

Issue a free key and e-mail it. The response is identical whether or not a key was issued (privacy + anti-enumeration), like password reset. Gate: one ACTIVE key per e-mail per 24 h; a key whose e-mail could not be delivered is revoked immediately so the requester is not locked out for a day.
