Request a tenant deploy (operator)

Enqueues a tenant_operation of kind=create; the tenant row appears once ArgoCD applies the commit and the watcher observes the CR.

values are overrides against the referenced template, which supplies the governance bounds: the budget ceiling, the model-family intersection, the datastore-kind narrowing and the required-compliance flags.

Omitting template_id applies none of them and renders values as given, so it requires admin. An operator omitting it is refused.
