Update Auto Topup Settings

Arm or disarm auto top-up (spec 2026-07-01_SPEC_AUTO_TOPUP).

Enabling requires the manual top-up eligibility plus a resolvable saved payment method, and records consent (auto_topup_acknowledged_at). Disabling is always allowed.
