The Users card / list_app_users roster (D-19).

Soft-deleted users are excluded (§10: support erasure must not leave a ghost on the owner roster). These are SIGN-IN IDENTITIES, not a marketing list, and the tool description and ToS carry the matching obligation; a subscriber is a paying customer and may be written to (D21).
