get_converted_pdf_content
Stream the office-conversion PDF after reauthorizing it against the owning job.
Args: session: Request-scoped database session. caller: Authenticated client (API key); must own the job. artifact_ref: Opaque artifact ref from the job's converted_pdf_url. job_id: The parse job the PDF belongs to. range_header: Optional HTTP Range header for partial content.
Returns: A StreamingResponse carrying the PDF bytes.
Raises: PlatformError: not_found when the job is not the caller's succeeded parse or the ref does not name its converted PDF.
