Add a schema version

Saves the next version of one of the account's schemas. Free, and works at any balance.

Earlier versions stay as they were, so an extract that names schema_version keeps getting the same schema.
name and description, when left out, carry over from the previous version.

A function with typed inputs. Its response is checked against the schema.
