Get Heightmap Tile Pack Status

Whether a heightmap's pyramid is built, building, or absent.

The pack is built after the import responds, so "not there yet" and "there is none" are different answers and a 409 from /heightmaps/tile-pack cannot tell them apart. A viewer waiting for detail watches this instead of retrying.
