Warehouse-level Auto Tune enabled/disabled events for chart markers

Auto-suspend axis enable/disable events only — for the Cost Savings chart's vertical markers.

Scoped to rec_type == auto_terminate (the warehouse's sole auto-tune axis today; new_warehouse_audit stamps every ENABLED/DISABLED row with it) so a future second axis on this same entity_type gets its own independent marker chain rather than being folded in here, mirroring how the cluster endpoint excludes per-axis rows.
