Update Tenant Thirdparty

Updates the tenant with the third party config

This decides which identity provider is trusted to authenticate new_tenant's users, so new_tenant must be the tenant the caller addressed (the SuperTokens tenant id is the host as-is). :return: ok status and optional message.
