List Prompts

List prompts across the global table and (optionally) one tenant.

MVP: cross-tenant fanout is not implemented — when scope needs tenant data, tenant is required (the UI has a tenant selector). Results from the global + one tenant source are merged, sorted newest-first, and paginated in-process (bounded dataset).
