Report Truck Ordered Not Used (TONU), as the TMS "Report TONU" does. carrierId is the load carrier's ID.

What happens

LoadCarrier status changes to TONU
The load is delivered for the carrier's TONU bill, and the carrier's costs on it are carried over as its TONU pay
Optionally creates a replacement load for a new carrier, and the shipment moves back to planning; otherwise the shipment is delivered once all its loads are

Prerequisites

The load carrier is active
Truckload only
carrierId is the load's current carrier (its first active one), and the load is active: not canceled and with no TONU'd carrier

When to use

Use TONU when:

Carrier was dispatched but load was cancelled
Carrier arrived but freight wasn't ready
Carrier was turned away at shipper

TONU typically involves some payment to the carrier.
