Resolve Chain Screening

Resolve a chain whose whole-chain screening was parked for review.

Its steps are screened one by one as ordinary tasks and resolved with /screening/{task_id}/resolve; this decides the chain read as a whole (app/chains.py narrative). Rejecting cancels every step.
