Whether an offer of total_minor would be refused right now, and why.

Every reason, not just the first: the same checks POST /offers makes, each in the shape of its 402 body ({"error": code, ...}). Read-only, so an agent can tell a customer exactly what to add or raise before asking for their yes -- the hosted agent does, and found live that guessing from spend-status named the wrong limit.
