Subscribe PVs to SCUTS monitoring
Subscribe one or more PVs to SCUTS monitoring.
Charges immediately for each PV and creates monthly usage entries.
Request body:
- pv_ids: List of PV IDs to subscribe
Returns:
- subscribed: List of successfully subscribed PVs
- failed: List of PVs that failed to subscribe
- already_subscribed: List of PVs already subscribed
