Mark Iuc Paid Endpoint
Mark a vehicle's IUC as regularised, silencing its alert everywhere.
Body {year, month} is the obligation the alert shows — for a vencido row that is first_due_year/first_due_month, otherwise due_year/due_month (the FE already has all four). Company-scoped from the JWT.
This ONLY silences the alert. Booking the IUC cost is a separate, optional step the FE drives through the existing "Adicionar Saída › Custos Viatura" dialog (AddMovementDialog), pre-filled with the IUC rubrica + this vehicle — so the full movement flow (fornecedor, conta, fatura, pagamento) is reused instead of a stripped-down one here.
