Get storage usage summary

Returns pre-computed storage summary (generated daily by cron job). Reads {company_id}/storage_summary.json from S3.

Plain def since 2026-10-07: the S3 read used to block the event loop, on a call every backoffice tab makes at boot. It now runs in the threadpool, and the result goes through cache.get_or_refresh, so a reload herd after a deploy is answered from the stale copy instead of one S3 GET per tab.
