List recontact alerts (newest first).

Scope: a company admin may follow the leads board's filters (user_ids/team_ids) and sees the whole company by default — so the banner mirrors what the board shows for anyone doing oversight. A non-admin always stays scoped to their own visible teams and cannot widen via the client-supplied filters.
