Points of sale a transfer can target

The company's other PVs, with balances, for the destination picker.

A dedicated endpoint rather than the existing GET /api/points-of-sale because that one is NOT in allowed_locked_paths — a picker fed from it would be empty for exactly the locked company this feature lets rebalance. It also keeps a 23-field payload (IBAN, financial e-mail) off the dialog's open path.
