Get salespeople for the Comercial / Responsável dropdowns.

Returns the company's users who can log in AND hold the Viaturas module — not the legacy Utilizadores.Comercial bit, which had drifted far enough that most companies had nobody flagged and the picker was empty. Shared- access colleagues holding a role in THIS company are included, matching the module gate. See contracts_service.get_salespeople_list.
