Mark Appraisal History Applied

Record that a selling estimate was pushed onto the vehicle's price.

Body: { applied_price: number }. Called by the "Aplicar Preço Recomendado" button right after it PUTs the new price on the vehicle, so the history can answer "did the stand take the suggestion, and at what number" — the suggestion itself is not proof, the user can move the margin slider first.

Retoma rows are rejected (404): there is nothing to apply on one.
