Retry a failed upload
Queues one failed upload again. An upload is one account of a post, so the accounts that were published are never touched. Refused when retrying cannot help (failure.retryable false) unless force is true, when the account is disconnected, when the upload is still being retried automatically, or when its media was deleted (24 hours after the failure).
