Изменить поартикульные настройки конкурентов (v2)

Сохраняет изменения по артикулам, переданным в articles.

Фронт отправляет только изменённые артикулы (CompArticleSettingsPatchItemDTO). Бэкенд сравнивает с БД, пишет историю в sys.history_settings (tool = ozon_comp (web)).
