Get Channel Limits

The linked-channel allowance, in the shape the dashboard's limit controls expect.

Same payload as the points and automations limit endpoints: the tier baselines plus extra, so the UI can show "premium would give you N instead of M" without knowing how limits are stored. used is added because this is the only limit whose current usage the page cannot count from settings it already holds.
