Subscribe a Slack or Discord webhook to changelog notifications

Registers a webhook URL to receive JSON POSTs whenever a new changelog entry is published. Either a Slack hooks.slack.com/services/... URL or a Discord discord.com/api/webhooks/... URL is accepted; the webhook host must match the declared channel_type.
