Export logs to file (GET form)

Same handler and same result as POST /v1/logs/export: writes all log entries to a JSON file in ~/Library/Application Support/ToolPiper/exports/. Not idempotent in the RFC sense — every call writes a new timestamped file. Exists so an operator can trigger an export from a browser address bar.
