retrieve client proxy setup details

Returns everything a client needs to route through this instance as a proxy: the CA certificate (path and PEM), the proxy URL, and ready-to-paste environment-variable snippets for Unix shells and PowerShell. Send Accept: text/plain to get the copy-paste snippet on its own instead of the JSON document.
