Archive Project Endpoint

Soft-archive an owned project (D4: user-level delete = archive; the bucket's DATA is wiped separately by the admin cascade-delete, never by the user). Idempotent — archiving an already-archived project returns its archived state. Hard-delete stays admin-only.
