Delete webhook endpoint

Permanently delete a webhook endpoint and all its delivery history. Authorization: the caller must be an owner/admin of org_id, and endpoint_id is matched against that org's billing account before the delete, so an endpoint owned by another org returns 404 and no other tenant's endpoint can be deleted.
