Create a Stripe SetupIntent to capture a card for the caller's org
Creates a Stripe SetupIntent (card capture, no charge) for the authenticated caller's organization — the deliberate second ask of Pricing Model v2 (MNE-3255): sign-up needs no card, and capturing one triggers the one-time intro grant when setup_intent.succeeded arrives on the webhook (never on this call). Owner/admin only, same org resolution as the purchase route. Takes NO request body — any body sent is ignored; api authors the upstream request entirely from the server-resolved billing_account_id. Response is mnemom-billing's verbatim {stripeCustomerId, setupIntentId, clientSecret} on 201.
