Dismiss a governance signal as not actionable

Authorization: the signal's owning organization is loaded from the row itself and the caller must be an owner/admin of that org, so a signal_id belonging to another tenant returns 403/404 and no other tenant's signal can be dismissed — the org is never taken from a caller-supplied value.
