Create a domain ownership claim

Starts a claim on a registrable apex domain you own and returns the DNS TXT record to place (mnemom-verification=<token>). Idempotent per (owner, domain): re-POSTing the same domain returns the same pending token. Subdomains, IP literals and non-apex hosts are rejected. Rate-limited per user and per IP.
