Coherence

Exchange a coherence claim-intent ticket (authed).

The freshly-authenticated first-timer — returned to the claim page by the email-confirmation callback, which set the HttpOnly mnemom_session cookie this exchange resolves SERVER-SIDE — presents the ticket minted by POST /coherence/claim-intent. The ticket is atomically consumed (single-use) and the scope-bound {report_slug, intent} is returned so the claim page can resume the enroll → step-up → claim ceremony with a REAL session (instead of the doomed immediate enroll that 401'd). The session is the only authority here — never a token on the URL. MNE-1379.
