List disagreement reviews for an agent

Lists review records created when an action was disagreed-with enough to require human adjudication. Filter by status (pending, analyzing, review, applied, dismissed); any other value is refused with 400. Reviews propose a card amendment that can be accepted or rejected via the apply/dismiss endpoints. Public: members of the agent's org see the full records; every other caller (including anonymous) sees a redacted view with id, agent_id, aip_verdict, observer_outcome, reconciliation_outcome, status, resolved_at and created_at only. An unknown or deleted agent id returns 404, the same body as GET /agents/{agent_id}; a real agent with no records returns an empty list.
