Notifications

List an agent's active webhook subscriptions.

Returns the agent's active webhook subscriptions as a secret-free public projection — completes the webhook CRUD triad (register / delete / list). The subscription secret (webhook_secret_hash) is never returned. Bounded by a server-clamped limit (default 100, max 200). Object-level authz matches the POST/DELETE siblings (org-boundary). cards-as-primitive Phase 5 C1.
