App privacy_label_ids reference /appstore/privacy/labels. Each label's datatype_id, linkage_id, and purpose_id reference id in the corresponding /appstore/privacy/datatype, /appstore/privacy/linkage, and /appstore/privacy/purpose dictionaries.
