Close all open positions in all accounts (followers)

Changed on

Closes positions on all running follower accounts; stopped and read-only accounts are skipped. Returns 204 if all accounts are flat. Returns 400 if positions could not be closed on at least one account; the errors array contains a summary followed by one 'accountId: reason' entry per failed account
