Impersonation Search Users

Search users while in impersonation context.

The standard admin/users endpoint requires SUPER_ADMIN role on current_user, which fails during impersonation (current_user is the impersonated user). This endpoint verifies the impersonator is still a SUPER_ADMIN and performs the same search.
