Update Cluster Component Bundle

Update the component bundle channel for a cluster.

The component bundle determines which version of cluster components (cert-manager, traefik, etc.) are deployed via ArgoCD ApplicationSets.

Valid values:

'stable': the platform-blessed release (recommended)
'latest': always the newest component versions

The change is applied by re-stamping the cluster's registration; it takes effect within a few minutes.
