Re Render Database Manifests

Regenerate and re-apply the manifests of every running managed database.

Rolls generator changes (e.g. a new ScheduledBackup) out to databases that already exist: the worker's database.create job commits the rendered manifest to the values repo and is a no-op when nothing changed.
