Find an image from another copy of it

Perceptual-hash search for the image at a URL (https or a data: URL); results carry memestack.similarity (0-100). Burst cap: 30 a minute per key and per IP address (a failed fetch is given back, so this cap is what bounds the fetches). Counts against your quota (the free 100 calls a day, else your packs); only a 2xx answer counts — any other answer gives the call back.
