Get a collection and one page of its member images

Private collections are visible only to the owner or an admin — everyone else gets 404 (never 403, to avoid leaking existence). Banned curator also 404s publicly.

Safe by default: 'safe' (the default) excludes members classified controversial from the page and withdraws such a cover (cover_image_id null); member_count is unaffected. 'all' includes them, each carrying controversial: true. Case-insensitive; any other value is 400 INVALID_CONTENT.
