Match Work

Which open ticket does this piece of work (a commit, a branch) belong to? Same matcher as the Mac companion's after-commit card (execution/ticket_match.py): a key in the branch or message wins, else the ticket whose wording the work covers, judged by Jev when it's on. match is None when no ticket fits — the caller should then ask the person whether to create one.
